"The history of ancient Rome is better documented than that of YCC 106's early years. A thorough search made around 1990 for the original plans of the building concluded that they had vanished without a trace. Annual reports prior to 1989 have gone missing. Neither the Etobicoke Building Permit Department nor early dwellers in the area were able to supply much detailed information.

Before Humber Hill Towers came into being, the land along the West side of Scarlett Rd. between Richview Rd. and La Rose Ave. featured scrub brush dotted with a few moribund apple trees. It was purchased by Joe Primeau, well known as a successful hockey player. Gifted with a solid business flair and helped by a water well already on the property, he built on the site now occupied by Richview Villa (500 Scarlett Rd.) a factory making concrete blocks for the construction trade, using the sand and gravel available from the many sand and gravel pits developed in the area. On that same property, an old farm building was torn down to make way for Humber Hill Towers.

Construction started in 1971 and was completed in July 1973 by a major developer, Julius Kuhl, whose Kuhl Construction Co. designed and erected the high-rise, contracting Dormaxim Estates Limited as Sales Agents and initial Property Managers as of April 25, 1973. Resident ownership and property occupancy started the same year although a sprinkling of owners had moved in late 1972 before the building was fully ready for occupancy; in one case, an owner had to store his furniture in a first floor vacant suite because a strike had delayed completion of the elevators. Initial price for a three-bedroom unit was in the range $27,000-$32,000; a two-bedroom unit, $24,000-$27,000. Later on, the prices followed the usual upward curve of demand and inflation.

A puzzle is why Humber Hill Towers appears to consist of two abutting structures as shown by the expansion joint in the East corridors and the twin walls visible on the balconies between the 05 and 07 suites?

A long-held belief, neither confirmed nor denied, is that Kuhl Construction had originally designed a higher structure. Upon excavating the lower-level garage, an underground stream was found running across the property. The stream was channelled through a culvert to carry its flow down to the Humber River opposite Richview Road.

That discovery made it inadvisable to build as high as planned and the result has been two joined structures 16 storey-high containing 16 units per floor except for the 14-unit first floor (the two missing units are occupied by service facilities). The 191 three-bedroom and 63 two-bedroom suites make up the 254 total of spacious units rarely found in newer buildings."
